HSE Lead
Title – Project HSE Lead
Mission Supports the Site’s Health, Safety and Environment (HSE) program in applying HSE by design principles.
Act as onsite project HSE lead for Buildings and oversee HSE project requirements, identify and mitigate HSE related risks at relevant phases of project.
Work in partnership with project team and general contractor to apply industry best HSE principles and practices. Key accountabilities
• Support a safety culture that encompasses the highest ethical standards aligned with the organization’s goals
• Work with the industrial leadership team, the HSE Director and principal contractor to ensure the organization’s HSE Program is implemented consistently across the project
• Collaborate, administer, and monitor safety during construction, equipment installation and commissioning
• Conduct inspections and audits of the general contractor’s safety program
• Conduct daily/weekly joint walkthroughs of the construction site and participate in review meetings.
• Oversee construction HSE best practices and compliance with both regulatory and company specific requirements
• Lead the development, implementation, and compliance of HSE standards such as Life Saving Rules, SWPA/FHRA, Permit System, Confined Space Entry, LOTO, Hot Work, Working at Height, See Something/Do Something, Bio Safety Standards etc.)
• Support and build a collaborative working relationship with the various business partners
• Oversee compliance with fire and emergency response and crisis management requirements
• Ensure timely reporting of HSE project KPIs
• Coordinates and participates in reviews on equipment prior to commissioning and operational turnover.
• Track deficiencies/punch list items related to HSE.
• Signs off on equipment/systems once actions are verified complete.
• Monitor and track upcoming reviews to be completed, in-progress and fully completed.
• Assist in developing LOTO placards to show points of isolation for control of hazardous energy.
• Ensure design conforms to corporate HSE standards and guides as well as local site policies and procedures.
• Assist design team in applying safe and sustainable HSE solutions for identified risks.
• Acts in a timely fashion to address and/or escalates significant high-risk items that require immediate attention.
• Develop, coordinate and conduct HSE training and procedures as required.
• On schedule execution of HSE assessments, communication of results, escalation of issues as required
• Works in partnership with the design team, external consultants and the general contractor
• Supports accident and incident investigations and the timely implementation of corrective and preventative actions.
• Delegate for HSE Lead where required, which involves engaging with Leadership Team, delivering Safety stand-downs to project, tool box talks
• Further tasks may be assigned based on project need
Must Have:
• Degree in Health and Safety discipline, and excellent working knowledge and interpretation of both industrial and construction regulations
• Safety training and certification where applicable on LOTO, Working at height, Confined Space Entry, Hot work, etc.
· Knowledge of workplace hazards and hierarchy of controls.
· Knowledge of general safety principles and its applications in the field.
· Ability to make risk-based decisions
· Excellent communication skills (verbal, written and presentation).
· Knowledge of workplace hazards and hierarchy of controls.
· Knowledge of construction safety practices, hazards, risks and controls.
· Knowledge of building codes and standards.
· Knowledge of local HSE regulations and codes.
· Ability to work transversally across functions/departments and strong teamwork within the HSE team.
· Demonstrated team player with experience contributing to multi-disciplinary project teams and ability to work with minimal supervision
· Ability to manage multiple priorities with aggressive timelines at a high level of productivity
· Strong leadership skills with ability to take initiative, identify and call out issues and drive tasks to closure with constructor
· Must have strong computer skills and experienced using MS Excel and PowerPoint
