The Government Mobile Communications Branch is in the process of proceeding with a multivendor procurement strategy for a new public safety radio network. This new network is required to sustain the delivery of public safety radio services to front line emergency responders for the benefit of their safety and the safety of citizens and visitors to Ontario.
The Public Safety Radio Network is utilized by:
•the Ontario Provincial Police,
•Ministry of Community Safety and Correctional Services (Adult Corrections)
•Ministry of Children and Youth Services (Youth Facilities)
•Ministry of Health and Long Term Care – Emergency Medical Services (paramedics)
•Ministry of Natural Resources and Forestry – Aviation, Forest Firefighting and Emergency Services (AFFES)
•Ontario Parks
•Ministry of Natural Resources and Forestry – Enforcement
•Ministry of Transportation – Provincial Highway Management
•Ministry of Transportation – Carrier Safety and Enforcement
•Ministry of Environment
•Ministry of Finance
This is in support of a new province-wide shared radio communications infrastructure for emergency services/public safety that will be used by OPS ministries and the Broader Public Sector
Scope of Services and Deliverables – The Services and Deliverables to be provided by the Vendor will include the following:
There is an immediate need for project management resources that have exceptional client engagement and relationship management skills to provide day-to-day oversight and coordination in support of our client ministries portfolios of projects.
The Ministry Engagement Project Managers will be responsible for:
• Working with our client representatives and in partnership with our Stream and Integration PMs to develop integrated plans from a ministry perspective
• Managing client deliverables and dependencies that cross multiple in-flight projects
• Supporting the PSRN Program by proactively identifying, communicating, and managing multi-faceted client-facing risks and issues to deliver a superior customer service experience and to support efficient and effective project delivery.
• Interacting directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships, always looking for opportunities to improve client satisfaction
• Developing and presenting ministry-specific dashboards, reports, and other project management collateral
• Exceptional communication skills, both written and oral
• Strong presenting skills at a senior management level
• Excellent business acumen, consultative skills and ability to influence others
• Mastery of and ability to cultivate existing and new collaborative relationships
• Creative “out of the box” analytical thinking and problem solving, with the ability to anticipate client needs and suggest creative strategies
• A solid understanding of, or experience in radio and/or network technology, with specific focus on dealing directly on end-user client interactions.
• Strong project management skills to identify and manage complex dependencies across various project plans, issues, risks, etc.
• An energetic disposition that fits well with a fast-paced work environment • Detail oriented and strong multitasking abilities in order to juggle multiple client demands
Skills, Knowledge and Qualifications
• Experience developing complex network transition and migration strategies with cross stream dependencies including vendor activities
• Experience developing and implementing network transition plans
• Experience managing large-scale, complex, integrated project plans
• Experience with MS Project Online to manage and support Transition Program plans
• Experience developing and implementing network transition strategies
• Experience managing executive relationships and dealing with senior executives across multiple organizations
• Experience providing oversight for the successful delivery of 3rd party vendor contracts
• Knowledge and experience in project managing large-scale telecommunications deployment initiatives
• Excellent analytical, problem-solving and decision-making skills
• Excellent verbal and written communication skills;
• Highly developed interpersonal and negotiation skills
• A team player with a track record for meeting deadlines
Radio and/or Network Technology Project Management
• Demonstrated 5+ years of experience as a Project Manager on complex, high-profile radio and/or network technology projects
• Experience consolidating and integrating multiple project plans and managing interdependencies across various projects
• Demonstrated experience identifying issues and managing risks for large, complex projects
• Experience creating and maintaining project management artefacts
Leadership and Relationship Building
• Demonstrated client-facing project management leadership experience
• Experience managing complex risks and issues to resolution
• Strong political acuity with experience building effective working relationship with clients
• Experience consulting with senior management to achieve project outcomes
• A team player, with a collaborative approach to conflict resolution
• Exceptional written communication skills, including experience in creating client-facing communications, clear documentation, formal presentations, dashboards, and correspondence
• Exceptional verbal communication skills, with experience leading meetings, presenting to senior audiences, and translating complex, technical issues into business language
