HSE Specialist / Health, Safety and Environment Specialist

Area of Focus: (multi-year, state of the art, new manufacturing facility development project)

Support the Site’s Health, Safety and Environment (HSE) program in applying HSE by design principles. Act as project HSE specialist for Building 100 (B100) project and enforce HSE project requirements to identify and mitigate HSE related risks at relevant phases of projects. Work in partnership with project team and general contractor to apply HSE principles.
Key accountabilities
Equipment/System HSE Reviews (70%)
· Coordinates and participates in reviews on equipment prior to commissioning and operational turnover.
· Signs off equipment/systems once actions are verified complete.
· Monitor and track upcoming reviews to be completed, in-progress and fully completed. Other Project Duties as Assigned (30%)
· Support HAZOP execution and recommendation implementation.
· Execute JHAs / Task-based Risk Assessments.
· Develop Industrial Hygiene strategy (Noise and air strategy / sampling).
· Assist in developing placards to show points of isolation for control of hazardous energy.
· Ensure regulatory requirements (eg. Occupational Health & Safety Act, Industrial Regulations, Canadian Biosafety Standards, etc.) for the design and execution are met.
· Ensure design conforms to corporate HSE standards and guides as well as local site policies and procedures.
· Assist design team in applying safe and sustainable HSE solutions for identified risks.
· Acts in a timely fashion to address and/or escalates significant high risk items that require immediate attention.
· Conduct and develop HSE training and procedures as required. Scope and dimensions
Breadth of responsibility (global/regional/country/site):
· Toronto site – Building 100 Key dimensions: headcount (direct and indirect) budget, doses, Capex… –
Key indicators on which the job holder will be evaluated:
· Conformance to HSE Project Requirements with
o Identification of risk during the appropriate stages of design stages of the project
o Mitigation of identified risk using ALARP principles
· On schedule execution of HSE assessments, communication of results, escalation of issues as required
· Works in partnership with the design team, external consultants and the general contractor
Freedom to act, level of autonomy:
· Reports directly to the B100 HSE Lead
· Consult HSE subject matter experts where appropriate (Biosafety, Environment & Sustainability and Safety & Hygiene)
Education and experience Specific degree, duration of experience (Required to hold the job):
· Minimum BSc or Engineering degree.
· Minimum 3-5 years work related experience and knowledge of HSE regulations/standards/codes.
· Data management including spreadsheets and databases is required.
· Previous pharmaceutical manufacturing experience is an asset.
· Biosafety principles and biocontainment knowledge is an asset.
· Construction safety experience is an asset.
